“NextGeneration EU” is the Commission plan presented during the Covid-19 crisis to give financial aid to the Member States who lost more from the pandemic. The European bazooka of 750 billion euros should be made available by Spring 2021. However, even if this plan represents a big step for European solidarity, some concerns arise on the capacity of Member States to use these funds in an efficient way.

L’Union Européenne a récemment adopté un plan de relance visant à rétablir l’économie des pays membres durement touchés par la crise sanitaire. Ce plan de près de 750 milliards d’euros s’inscrit dans la continuité de la politique de croissance verte menée par l’Union qui vise à réduire drastiquement ses émissions carbones d’ici 2050. Cependant une telle politique peut être remise en question, l’Union européenne va-t-elle assez loin dans ses politiques, ou bien devrait-elle en faire davantage afin d’espérer répondre efficacement à l’urgence climatique ?

After years of institutional debate on how to combat rule of law backsliding within the European Union, the European Parliament has reached an agreement with the Council linking EU funds to rule of law compliance. This means that the European Union will stop funding those national governments that threaten the rule of law, with the aim to get them to respect fundamental values listed in Article 2 of the Treaty on European Union. This may not put an end to the problem the EU is currently facing vis-à-vis Hungary and Poland, but it represents a step torwards triggering further initiatives and maybe future reforms to the Treaties’ acquis.

L’accord entre l’Union européenne et les pays du Mercosur (Brésil, Argentine, Uruguay et Paraguay) a pour ambition de permettre un échange plus direct de produits et d’investissements en réduisant les droits de douanes et de taxes. En permettant l’accès à un marché de 260 millions de consommateurs, les 27 créeraient un « nouveau cadre commercial » permettant à leurs entreprises d’exporter davantage. Toutefois de nombreuses études et rapports montrent que cet accord serait un frein à l’ambition écologique affichée par les institutions européennes.
